JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Senior Interoperability Specialist in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance the country's capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin), Digital Transformation Officer (DTO) and other health directorates to strengthen governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.

The Senior Interoperability Specialist must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and interoperability as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU’s activities. As Senior Interoperability Specialist for CHISU in Indonesia, the candidate will be responsible for supporting the updating of Indonesia health data dictionary, developing and socializing technical guidelines to support interoperability between MNH, TB and Health Financing information systems and SatuSehat, supporting the interoperability of MNH, TB and Health Financing information systems through SATUSEHAT, assist with expanding SATUSEHAT to the subnational level, supporting the development of architectural components for SATUSEHAT such as the Master Patient Index, and providing technical support for data security and privacy. The Senior Interoperability Specialist will supervise the Interoperability Officer, working under the direct supervision of the Senior Technical Advisor, and collaborating closely with Technical Specialists at the national and subnational level and Senior Monitoring and Evaluation Manager for CHISU Indonesia.

This is anticipated to be a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

The Senior Interoperability Specialist will be responsible to achieve the following objective:
Increased availability and interoperability of quality health data and information systems.

Specific responsibilities will include, but are not limited to the following:
  • Assisting Senior Technical Advisor in work plan development, delivery output and deliverables related to interoperability.
  • With the Senior Technical Advisor, implementing and managing CHISU’s interoperability activities at the national and subnational level in line with global best practices, actively coordinating the same with technical specialists at both levels. Support efforts related to sustainability planning and implementation of sustainability initiatives.
  • Overall, strengthen the capacity of Pusdatin and DTO, Provincial Health Office and District Health Office to integrate, interoperate and streamlining information systems used by health programs at all levels of the health system, as well as manage and maintain interoperability mechanisms.
  • With the Senior ICT Specialist, co-lead efforts to enhance the Indonesia Health Data Dictionary based on the FHIR standard, including the development of FHIR standards and efforts to build skills of local partners and the MOH in data standardization to support continued updates/maintenance of the Indonesia Health Data Dictionary.
  • Lead the development of the interoperability middleware. Guide design and implementation of interoperability requirements for health program and health facility information systems from the user perspective. Support the development of the Master Patient Index, Master Facility Registry, and Health Worker Registry.
  • Lead the development of interoperability implementation guides that describe the selected FHIR standard/profile, data content used, as well as other local specific requirements. Assist the Pusdatin and DTO to deploy the FHIR profile in Indonesia, including the development of a curriculum and training of users and troubleshooting.
  • Lead the implementation of interoperability assessments, including readiness report, action plan and interoperability roadmap for information systems interoperability with SATUSEHAT.
  • Support subnational rollout of SATUSEHAT in priority provinces and districts, providing technical assistance to systems interoperability needs with SATUSEHAT. Conduct and monitor interoperability tests by preparing use cases and environment tests for users.
  • Advise on the development of data security and privacy management guidelines for SatuSehat, providing an interoperability perspective.
  • Support the design, development and communication of the national level enterprise architecture for health information systems.
  • Support the development of change management plans to assist national and sub-national level stakeholders in the digital transformation process.
  • Collaborate closely with the Pusdatin, DTO, and MoH’s technical units as well as CHISU supported PHO and DHO.
  • Provide inputs to communications materials such as social media posts, blogs, success stories, fact sheets, ect.
  • Lead interoperability inputs to weekly, monthly, quarterly, and annual reports.
  • With the Chief of Party and Senior Technical Advisor, manage CHISU partner subrecipients technical activities.
  • Integrate approaches towards gender, data security, monitoring, evaluation & learning (MEL), and change management in all activities.
  • Promote gender equity in program implementation.

QUALIFICATIONS

  • Master’s degree or higher in one of the following disciplines: computer science, health informatics, software engineering, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.
  • More than 4 years of relevant experience with interoperability & implementation experience, with working knowledge of Health IT standards such as FHIR is required.
  • Experience with cross-community IHE profiles is required.
  • Working knowledge and experience with agile software development is required.
  • Project management experience preferably in health IT is highly desirable.
  • Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
  • Ability to take initiative to produce expected results is required.
  • Ability to work autonomously and with limited direct supervision in the management of day-to-day activities is required.
  • Native/Fluent Bahasa and practical knowledge of English required.
